fix: KMS systemd must wait for mount_luks service #167

  • fixes the issue of KMS VM reboot when no configuration has been pushed via cosmian_vm app init
    • fixes in cosmian_kms.service: Requires=multi-user.target by Requires=multi-user.target cosmian_vm_agent.service (it forces KMS to wait for cosmian_vm_agent to be started)
  • add dev container utility (to build from macos in particular)
  • in Ansible KMS tests, check after first reboot that KMS is still up (proving than default conf is used)
  • bump KMS version from 4.19.3 to 4.21.0
